MnCIFA Reporting Requirements 

The Minnesota Climate Innovation Finance Authority is responsible to develop and publish the following plans and reports, as defined by MnCIFA’s statute (Minn.Stat. 216C.411):  

Strategic plan: Updated every 2 years. Next update to occur in December 2026. More information about MnCIFA’s strategic plan. 

Investment strategy: Updated every 4 years. Next update to occur in December 2028. More information about MnCIFA’s investment strategy.

Annual report: Published by February 1 each year.

Climate Action Planning 

MnCIFA collaborates with partners in other climate action plans: 

Minnesota's Climate Action Framework was released in 2026 by the Climate Change Subcabinet, an inter-agency collaboration that includes MnCIFA. Minnesota's vision for climate action is built on three pillars: 

• Carbon neutral - to be carbon neutral by 2050 
• Resilient - for Minnesota communities to be resilient to the increasing challenges of our changing climate 
• Equity - for an equitable future that addresses the systems and barriers that lead to the inequitable impacts of climate change 

To fulfill our vision, the Climate Action Framework has seven goals with climate actions. 

The Minnesota Local Climate Action Plans Dashboard, compiled by the Minnesota Technical Assistance Collaborative, has compiled information and data on over a thousand local entities have developed and are taking actions on climate plans, including cities, counties, Tribal nations, regions and campus. 

Minnesota communities are developing and taking action on climate action plans aimed at strengthening community health and resilience, reducing emissions, and increasing protections from climate impacts. These plans support the 3 pillars and 7 goals of Minnesota's Climate Action Framework.
